Lower Spokane Falls Dam and Salmon Fishing. The Monroe Street Dam, right of center, was completed in 1890 and is the longest running hydroelectric dam in Washington state and was the first dam on the Spokane River. The Monroe Street Bridge is upper left. This area has been occupied by the Spokane Tribe for hundreds of years. The natural rock falls offered excellent salmon fishing by spear and net before the dams were built. The July, 2019.
