Description
The Skagit River sparkles in the afternoon February sun as a fly fisherman casts for salmon, or perhaps steel head trout, at Howard Miller Steelhead Park in Rockport. The river runs shallow in late February, exposing river rocks and a low gravel bar. Snow still frosts the river bank, before the spring thaw raises the river. February, 2019.
