It's actually algae, but would you know that just by looking? September, 2016. Billy Frank Jr was a member of the Nisqually tribe, a leader in the Washington environmental movement, an advocate for Native American salmon fishing treaty rights, and a longtime chairman of the Northwest Indian Fisheries Commission. The National Refuge was named for him in 2015. September, 2016.
