Though much of the Nisqually Wildlife Refuge is marshland, large parts are grassy meadows. This path leads to the twin barns of the original Brown farm. September, 2016. Billy Frank Jr was a member of the Nisqually tribe, a leader in the Washington environmental movement, an advocate for Native American salmon fishing treaty rights, and a longtime chairman of the Northwest Indian Fisheries Commission. The National Refuge was named for him in 2015.
