The sun shines brightly on the Lower Baker Dam under a blue October sky. Morning sun creates deep shadows on the eastern side of the river gorge.The Dam impounds the Baker River to form Shannon Lake, behind the Dam. A penstock carries water from the Lake to the power station, lower right, that produces electricity for the Baker River Hydroelectric Project. The Baker River, lower middle, flows from high in the North Cascades, through the town of Concrete, on its way to a confluence with the Skagit River.
