Lake Shannon is a long, narrow, delightful reservoir north of the town of Concrete, Washington. The lake was created in 1925 by the construction of the Lower Baker Dam which impounds the Baker River a mile north of Concrete. Lake Shannon is 7 1/2 miles long, and provides energy to run the hydroelectric facility at Lower Baker Dam, part of the Baker River Hydroelectric Project operated by Puget Sound Energy (PSE). Above Lake Shannon, the Baker River is impounded by the Upper Baker Dam to form Baker Lake, also part of the PSE Baker River Hydroelectric Project. Lake Shannon is good for fishing and wilderness hiking. A fish taxi transports spawning salmon from the Baker River up to the lake, and carries fingerlings down to the river for release. Before the dam was built, this area was home to a subtribe of the Upper Skagit Tribe. From the late 1800s, the area was used extensively for timber, and later, for the production of cement.
