Description
Because so much of the Billy Frank Jr Nisqually Wildlife Refuge is marshland, raised boardwalks are frequently the best way to see the Refuge. September, 2016. Billy Frank Jr was a member of the Nisqually tribe, a leader in the Washington environmental movement, an advocate for Native American salmon fishing treaty rights, and a longtime chairman of the Northwest Indian Fisheries Commission. The National Refuge was named for him in 2015.
