The Skagit River rises in southern British Columbia, flows south through Skagit Provincial Park, crosses the border into the US and enters Ross Lake, contained by Ross Dam, then descends from the high peaks of the North Cascades through Diablo Lake and Gorge Lake. Ross Dam, Diablo Dam, and Gorge Power Plant are owned and controlled by Seattle City light as part of a massive hydroelectric project. From the Gorge Power Plant in Newhalem, the river flows westward through Rockport and Concrete, then emerges from the narrow canyons to the broad, flat farmlands of the Skagit farm country, passing through Sedro-Wooley, Burlington, and Mt Vernon on its way to empty into Puget Sound. In addition to providing hydropower for western Washington and irrigation for farms along its route, the Skagit provides spawning ground for salmon and steelhead trout.
